Medical Entitlement Certificate for Treatment in Military Hospital – In a recent development, the process for availing medical treatment in military hospitals for service personnel and their dependents has undergone a significant change. Until recently, individuals required an Army Dependent Card or an ECHS card for treatment in respective military healthcare facilities. However, effective February 1, 2024, a new regulation has been implemented, rendering the Army Dependent Card obsolete and introducing a new document known as the Medical Entitlement Certificate (MEC).
The decision to implement this change stems from concerns raised by the Armed Forces Service Entitlement Committee (ASEC) regarding the surge in the number of dependents seeking medical treatment. Additionally, instances of fraudulent preparation and utilization of dependent cards prompted the need for a reassessment of the existing process.
As per the new directive, the Army Dependent Card format specified in Administrative Order (AO) 74/75 will no longer be recognized for medical entitlement at hospitals. Instead, individuals must possess a valid Medical Entitlement Certificate issued by the respective authorities. This certificate serves as proof of entitlement for medical facilities in military hospitals.
The issuance of the Medical Entitlement Certificate follows a set procedure. Commanding Officers (COs) or Commandants of units, not below the rank of Colonel, act as the issuing authority for MECs. The criteria for dependency are outlined in the Defence Service Regulations, and income criteria for parents are also specified to determine dependency.
Service personnel are required to submit a personal application along with requisite documents to establish dependency. Upon verification by the issuing authority, the Medical Entitlement Certificate is issued, valid for three years from the date of issuance.
It’s important to note that while the new regulation discontinues the acceptance of existing dependent cards, individuals will not be denied medical treatment in emergency cases. However, they must present their MEC along with a copy of their Aadhar card for verification.
